Carter joined DRW in 2025 as an attorney for the Long Term Care Resident Rights Program after graduating from the University of Washington School of Law. As a student leader, Carter was the Chief Managing Editor of the Washington Journal of Social and Environmental Justice, the Secretary of the Student Bar Association, an Academic Success Fellow, the Vice President of the Alliance for Disability Law and Justice, and received the Student Bar Association Award for Student Service.
