Carter joined DRW in 2025 as an attorney for the Long Term Care Resident Rights Program after graduating from the University of Washington School of Law. During his time at UW, Carter interned with the Washington State Attorney General’s Office and the Washington House of Representatives’ Office of Program Research. He also served in UW’s Technology Law and Public Policy Clinic, working with the state’s Artificial Intelligence Taskforce, researching the impact of A.I. on civil rights and healthcare law. As a student leader, Carter was the Chief Managing Editor of the Washington Journal of Social and Environmental Justice, the Secretary of the Student Bar Association, an Academic Success Fellow, and the Vice President of the Alliance for Disability Law and Justice. He received the Student Bar Association Award for Student Service.
